Common Theives who came into the possession of tech armor allow each of them to control a classical element (Air, Water, Fire, Earth), They're not really serious threats, usually they're just out to rob banks and small/petty crimes. Nobody in general takes them seriously. They’ll gladly team up with heroes against somebody worse. The Guardians of Earth have a sort of a playful relationship with them often letting them think they've won a battle and run off before capturing them later.
