Mandras is the fifth largest member of the United Nations of Florathel by population, located on the edge of Florathel within Nocturne's deep gravity well. It is also one of the latest members of the UNF, only joining in 9907. Mandras, because of its great influence, was quite rapidly admitted to the UNF security council, one of the major changes of the 9999 legislative session. Before it was admitted, Mandras was a tumultuous state. Nationalists and separatists fought over scattered asteroids around the Dorok system; every vaguely round rock was a point of contention. Free from constant pressure from and meddling by their former rulers, Sagittarium, Mandras has achieved enviable developmental achievements and a solid economic position.

Capital

Garrea

The capital of Mandras lies on the planet Garrea, a tidally locked world in orbit around the red dwarf Dorok. The capital city of Koror is an architectural marvel, its shining glass spires reaching kilometers into the sky. Koror was carefully built to avoid disturbing the recovering ecosystem on the planet, with some neighborhoods built directly into the branches of the towering trees native to the far north of Sonian. Koror was hit hard by the War of Saiheran Succession and the later Vakran Riots, and was only recently rebuilt to its former glory.

Area

Mandras is run by a highly centralized government, with only a few separately governed regions. Mandras controls the planets Harun and Alnihaya giving them uncontested rule over Dorok. Mandras works to maintain control of scattered asteroids, dwarf planets, and rogue planets near Dorok.

History

The history of Mandras is a long one fraught with imperial ambition, ethnic tension, and warfare, much like all other states around the Nocturne black hole.

Ancient History

The Rorazals evolved on Garrea about 100,000 years ago, achieving language, advanced tool use, and agriculture. They mostly kept to themselves as the first civilization entered the Dorok system. The Lareas Alliance settled millions of Deviri onto Garrea to aid in the construction of Aubade. When that megastructure was finished, most Deviri stayed on the planet, where they intermingled with the natives and formed a prosperous multi-species society. The Deviri had a hard time with the atmosphere, but technology solved this problem. The collapse of the Lareas Alliance and collapse of all interstellar travel caused most Deviri to perish. Only those with the largest hearts and most hemolympin protein could survive. To this day, the Deviri are a minority, but have evolved to tolerate low atmospheric pressure on Garrea.

Early History

Writing reemerged amongst the Rorazals who never quite grasped it under Larean rule. A millennium later Garrea had a record high population of nearly 200 million and was divided into many warring states. A thriving global society based on Harmonic Thaumaturgy had emerged, making it the basis of trade and warfare. Not many records survive from this period thanks to the invasion of Sedrua. At first, Sedrua peacefully offered great material wealth in exchange for loyalty and a military base. As Sedrua began relying more on force as its treasury emptied, it was hard on the Rorazals. When Un'oit warlords from the nearby Oratorio system began raiding Sedruan outposts, they largely abandoned the system to them. The Un'oit renamed it to Elegy and Garrea to Chaconne.

The Un'oit allowed the Rorazals to more or less govern themselves, in exchange for biomass and water shipped from the surface. The primitive rocketry of the time made this very expensive, but the threat of invasion spurred great advancements. With less than a billion people, the Rorazals were able to land on the other planets of their system—Alnihaya and Harun.

Providence Union

In 6113 CE, in response to increasing tension with the Un'oit and Sedrua, the Providence Union invaded Elegy. They drove back the Un'oit and claimed Garrea for itself. The Union was far more hands on than any previous ruler, importing millions of settlers to Garrea and barring the Rorazals from leaving. These settlers, mostly Relata, went to great lengths to import culture from the capital. The planet was assigned to the Paleas-Nocturne Interest Zone and, over centuries, the cultures in that region were forcibly syncretized and moved about.

The invention of the !Sen Fusion Reactor in 6501, fundamentally changed the Providence Union. The reason the Interest Zones were created in the first place was because it took over a year and a half to travel the width of the Providence Union. This time was cut down by half, and ships could accelerate to nearly forty percent of C. Suddenly, the capital of Reverea could directly control its territories. Of course, this caused a great deal of conflict with the former premiers of the various zones, but they retained some power out of good will.

Garrea received even more inhabitants during this time, making the planet's population fall under two thirds Rorazal. The conquest of Pecay-Po and genocides of both its Deviri and Elkeres populations made Garrea the most populous Deviri and Elkeres world, prompting millions of refugees to settle on the planet. The Providence Union, more interested in control than ethnic cleansing, let this population be, but their great grandchildren would prove problematic one hundred years later.

Triumvirate Civilization

During the War of the Last Alliance, the Providence Union imploded, triggered by the economic and political collapse of its neighbors in Aylathiya. Garrea remained united, though the Paleas-Nocturne Interest Zone crumbled despite Garrea's efforts. By 6990, Garrea was independent and later that year, declared official independence from the Union's new Junta government at Kaslar.

The accompanying collapse of imports and Garrea's wildly disproportionate population, farming technology could not keep up. Coupled with the waves of refugees entering the country, mostly on stolen and defanged military vessels, the new local junta was in serious trouble. They appealed to the Un'oit, the Triune Republic, the remnants of Sedrua, and even their former rulers. The Triune Republic replied, remembering their claim over Garrea centuries ago. They created a garrison on Garrea and maintained their control for over one thousand years. Garrea entered the Triumvirate as the "State of Elegy" and maintained much of its self rule.

The Crisis of the 71st Century saw the Triumvirate fleets leave the system and take decades to return. During the interim, loyalists fiercely fought back against opportunist rebels, crippling the planet's infrastructure. Garrea had only just revolted against the Providence Union in living memory, meaning many of the same revolutionaries were still armed and willing to fight. The population decreased by a whole fifth as nuclear ordinance rained down on Garrea's cities. Were it not for a defecting crew on the Triune vessel VSS Sachitel's Thesis, later honored with pardons and promotions, much more of the planet would have starved or burned. The Admiral aboard the Thesis ordered it and every ship in the area to aid in relief efforts and swat all remaining ballistic missiles out of Garrea's orbit.

The Triumvirate helped to evacuate millions of Rorazels to nearby worlds, whether to the terraforming project underway on neighboring Alnihaya, or to Eos, rapidly industrializing and in need of whatever workers it could source. Since the Rorazals were desperate for work on their ruined planet, over one billion left. The Elkeres and Deviri were mostly left alone, since nearly all Triumvirate species preferred oxygen dense atmospheres, there was little room for one needing thin air and an aquatic species.

The Un'oit Once Again

The Triumvirate's one thousand years of peace ended in 8058 CE, destroying Dorok's economy but granting it freedom. This freedom was short lived, less than a century, before the Euphony Civilization expanded across the universe in two great sweeps. During the Second Un'oit Ascension, Dorok surrendered to the Un'oit warladies. The deal was much the same as it was those thousands of years ago, pay the Un'oit to leave the system alone. Garrea developed quite steadily under Un'oit occupation and gained quite the Un'oit population on its night side.

With the Un'oit spreading too thin, Garrea peacefully declared independence under the Euphonic Queendom of Elegy. Queen Epica, an Un'oit, ruled the nation for all of fifty years. Such as the lot of this system at the time, the Queedom enjoyed only fifty years of self-rule. The reason Garrea had such a difficult time maintaining independence was its valuable position. As a star around resource-rich Nocturne, its worlds had easily-extractable ore. Garrea's low gravity makes extracting ore much easier and a dim sun made it amenable to species sensitive to harsh stellar radiation.

When Sagittarium replaced the Euphony as Nocturne's dominant power, their fleets brought an efficient rule. Sagittarium's third chancellor, Uchenna Vay, had a penchant for large engineering projects. Garrea, being inhospitable to all but the hardiest of Sagittarium's Human population, was the perfect candidate. She spent her time in office investing great sums into Garrea's now iconic trench network. While she couldn't increase Garrea's atmospheric pressure, she could dig deep enough to make it hospitable. These deep trenches exist to this day and house billions of people kilometers beneath the surface. They still require great acclimation even with their higher pressure, but they are just within the acceptable limit.
