Sarepha is a constitutional monarchy in extragalactic space beyond Florathel, centered on the Saihera System. Sarepha's monarch retains no power beyond Dimostah and the inner Saihera System. A scattering of asteroids, rogue planets, and stations captured by Saihera's gravity comprise Sarepha's territory, stretching nearly all the way to Florathel. Its large and sparse territory contributes immensely to Sarepha's general underdevelopment. This has not stopped it from being the one of the most influential nations in the galaxy; its political intrigue lead to the War of Saiheran Succession, planting the seeds for the United Nations of Florathel.
Sarepha occupies an enormous amount of territory across extragalactic space, centered upon the Saihera System. Because of the sparseness of its habitats, the Kingdom must be very decentralized, the nobles in its hinterlands are largely autonomous, leaving them free to squabble amongst themselves and tax their subjects as they see fit. Apart from its vast claims in interstellar space, the Kingdom of Saihera controls very little in the galactic disk itself, apart from small regions colonized in the Providence Neutral Zone. Due to proximity to Aylathiya as well as influence in the similarly extra-galactic Euphony Civilization, Sarephan court practices, governing norms, and common law have had quite a lot of influence in Aylathiya.
Capital

The capital of Sarepha is the planet Dimostah, a desert world orbiting the red dwarf Saihera. Dimostah is very dry and almost lifeless other than non-native intelligent individuals, and is an ecumenopolis, with a population of over five hundred billion. Dimostah is not the homeworld of the Kingdom's founding species, the Scargass, but was the major center of population after the supernova of their original home star, Tegerelis, which destroyed their original homeworld, Sethri.
Government
Through a series of wars fought over hundreds of astronomical units, the monarch's power degraded markedly. The aristocracy dominates the General Assembly, leaving the monarch with little means, whether through force or diplomacy, to enforce their rule in the hinterlands. The result is a patchwork alliance of feuding nobles only united by their distaste for the ever-encroaching United Nations of Florathel. The fiefdoms in the hinterlands are diverse, but are generally authoritarian. Some are themselves divided into yet smaller bodies, sometimes at the level of space stations or asteroid habitats.
General Assembly
The General Assembly began as a means to placate the nobility whose constant rebellions severely inhibited the kingdom's expansionist ambitions. At the time, Sarepha was more or less united, so most decisions would go the way of central nobles and the crown anyway. The resolutions of the Assembly could be vetoed by the crown, but this power rarely came into use; far too often, the veto power was more a declaration of war than standard preceding. In the modern day, with the Assembly dominated by anti-crown aristocrats, vetoing as a power has been all but removed. The Assembly is more or less an arena for society's elites.
Judicial Branch
This vestigial branch of government was once a shining hope for the country. With commoners allowed to sue and petition courts to challenge decisions, it offered the only way for them to influence the affairs of the government. In the modern day, it is largely rubber-stamps the ambitions of the crown, who appoints all justices on the High Court anyway.
