The Neo-Terran Intergalactic Hegemony
The Neo-Terran Intergalactic Hegemony (N.T.I.H for short) is a large political entity controlling many galaxies in the virgo supercluster.
Early history
The ancestors of the NTIH originated on Publius; a temperate world in the milky way galaxy. Terraformed in 2876 and illegally colonized in 3004, the rogue state was merely tolerated by the confederacy of humanity; which was still in its infancy at the time. In 3256, Publius adopted an imperial government called “The publiusian bloc” after a short civil war on the planet. In 3409, the Confederacy of humanity established a trade embargo on the Publiusian bloc, slowing the publiusian expanse, but far from halting it.
Concern about the publiusians arose in the confederate leadership as the bloc had colonized over 1000 planets by the turn of the millenium, and it’s ideology seemed to grow more xenophobic every passing year. By 4500, the bloc was outright genocidal towards aliens, and transhumans were treated with open hostility by the general populace. The confederate citizens viewed the bloc as a sort of galactic boogieman; A backwards collective of psychos that needed to be dealt with, and in 4728 a war was declared between the bloc and the confederacy.
Although strong for their size, the publiusians were no match for the greater confederacy. Just 3 weeks into the war, the entire Publiusian spaceborne military was destroyed, captured or isolated. What followed was a brutal campaign of conquest and occupation by the confederates. Admiral Rory Haring was later tried and convicted for war crimes, as he foresaw the needless destruction of cities, provinces and entire planets. These brutal campaigns would forever demonize the confederacy in Neo-terran society.
The Dark ages
Little is really known about how the Publiusian government survived after the fall of their empire. What is known is that the bloc’s elite went into hiding just before Publius surrendered. They stayed dormant, acting as a secret society and waiting for an opportunity to rise again.
The Founding of NTIH
Around 25000, the remnants of the Publiusian bloc secretly settled Scipio In the Phoenix galaxy After their emperor, Drusus IV was told to by a vision. This would later bear fruit for the society, as in 25670 explorers on Scipio found an ancient piece of technology built by an as-of-yet unknown alien precursor. Emperor Drusus himself declared it a gift from the true gods and activated The blessing of Mars by entering the tomb-sized artifact and projecting his goals and ambitions to the entire sentient population living in the galaxy. His son, Drusus V, oversaw the incorporation of all true human settled worlds and expulsion of all aliens and trans-humans.
The confederacy tried to deal with this threat by sending the 162nd battle fleet to the galaxy. This, however, proved to be a mistake as the crew manning the 162nd battle fleet came under the effect of the blessing of mars, effectively giving the fleet to the new empire. After a period of panic, the confederacy attempted to negate the blessing of mars with no success. All operatives that entered the galaxy would immediately pledge allegiance to the new neo-terran empire, and any AI that entered the galaxy would be corrupted shortly after it entered. In 26782, The Confederacy opted to just watch the phoenix galaxy with caution.
The Neo-Terran Intergalactic Hegemony
Free from all outside influence, Drusus V started implementing many policies which would become the core foundation of the Neo-terran government like the Neo-Terran Caste system, Noble Tax, And the Phoenix laws. Within 10,000 years, the entire phoenix galaxy had been settled by a strong, healthy and extremely patriotic population. In 43509, The Neo-Terrans started colonizing neighboring galaxies with little resistance. Just before the turn of the 100th millennium, The Neo-Terrans started aggressively colonizing galaxies which startled the intergalactic confederacy. In 90000 the Neo-terrans only held a mere 1000 galaxies while in 120000, the Neo-terrans held over 10 million galaxies. Neither side really wanted a war and for the first time in history the Neo-terrans opened diplomacy with the confederacy. After about 3 years of heated negotiations, The treaty of Cuicul was signed by both powers.
After the war for all, NTIH had control of a massive amount of area taken from the confederacy. NTIH usually expanded slowly, controlling an average of 1 new galaxy every year, but it now had suddenly had uncontested control of over 10,000 galaxies sending shockwaves through the Verres royal family. Many Verres members who thought their career had hit a stalemate with no war to fight, travelled to the new territory and proclaimed new mini empires that span from multiple galaxies, to a portion of a planet. NTIH tolerated these empires considering that the emperor of NTIH was related to all of these upstart emperors, agreed to acknowledge their sovereignty as clients of NTIH. These new emperors are known as “imperators” to reduce confusion amongst documents, and to remind these Verres members that they are still within the domain of NTIH.
Neo-Terran Caste System
The Neo-Terran Caste System is how the NTIH manages new frontiers and colonies. It was invented and enforced by Drusus V. It gave the Neo-Terran government full control of the alien species that were enslaved.
Urban Worlds
These planets are where most slaves of the hegemony live. Urban worlds are where workers are born and raised. When another planet needs more workers or a colony needs to be established, the government pulls family units at random to fill the demand. Urban worlds can have up to one trillion inhabitants, and the minimum population of a planet to be considered an urban world is 15 billion.
These planets are used for all sorts of things, most of which involve large scale production of Battleships and other large warships.
Neo-Terrans living on Urban worlds find themselves with a lot of time on their hands, as all of their needs are fulfilled by the Hegemony's extensive territories. So the average citizen spends their time perusing more intellectual careers.
Industrial Worlds
These planets are where everything from pans to battleships are produced. Moderately populated and closely governed, these worlds are designed to be as efficient at production as possible. On each one, millions of slaves toil.
Rural Worlds
While most food in the universe is grown on O'Neill Cylinders, some exotic foods need very precise conditions that are very expensive to emulate using an O'Neill Cylinder. Many worlds have food production facilities on them used for these crops. Unlike most worlds, these worlds are completely automated.

The Neo-Terran Intergalactic Hegemony's military is a highly organized, highly romanticized force that is the backbone of Neo-Terran society as a whole. Since its formation in the early 25th Millennium, It has steadily grown to be the seventh strongest military in the universe.

Stealth Ships
Stealth ships are the real life equivalent to space submarines. Using state of the art technology, these ships use chameleon fields and sensor deflectors to remain unseen on ship radars. Each fleet in the Neo-Terran Military has at least one of these handy ships to scout possible threats to the greater fleet.
Motherships
Motherships are planets and moons that have been hijacked to be used as mobile bases for larger fleets. In effect, they are mobile fortresses that can repair and reinforce ships during wars and battles. Due to its planetary nature, these ships cannot really be destroyed, but rather invaded and captured.
Patrol Fleets
Patrol Fleets are the backbone of the Neo-Terran Military force. Without them, all of the neo-terran worlds would fall into anarchy and disarray. Making up the vast majority of the Neo-terran fleet, Patrols are the first defense against Xenos, Rebels and Pirates.
Galactic Lead Patrol
Frontier galaxies owned by the Neo-terrans contain at least one of these large fleets to help discourage rebels, outside invaders and pirates. When a planets more local defense fleet cannot handle the threat it is dealing with, the galactic lead Patrol may step in and remove the threat.

Expeditionary fleets are the fleets the Neo-terrans use to fight offensive wars with. There are currently 100 Expeditionary fleets, each crewed with the most elite of crewmen. It is every cadets dream to become a member of an expeditionary fleet when they graduate; as it is the most honorable position in the military. These fleets are the ones on the front lines, and experience the most combat. Expeditionary fleets are called in as a last resort if even Galactic patrol fleets cant extinguish a threat.
