PR-970 is a small grand design spiral galaxy found 719.07 light-years from Earth, located in the Le'rakea Supercluster. It is too distant to detect much more than the most blindingly obvious signs of civilization, and there are none. While this does not preclude any but the most powerful of civilizations, it means that any that are there are well below Kardashev 3. However, PR-970 does have the distinction of containing an active galactic nucleus, and a powerful one at that, meaning that civilizations are unlikely to survive to the interstellar age in the galaxy's environment.
