Project Hydra was an initiative to uncover the potential habitability of worlds far away from the Helios System. Started by the Union of Vangelia in 4,430 CE and concluded in 4,483 CE, it was responsible for the colonization of dozens of planets and moons throughout what would become the Helios Region.
History
Background
In 4,000 CE, the Martian Republic conquered the Helios System after defeating the Jovian Commune. President Chonil Saganto, in his speech declaring the new human nation-state, added that any policy deemed necessary for the survival of mankind would be adopted, including interstellar expansion. To accomplish this, Vangelia provided substantial funds to the research and development of superluminal technology. By 4,400 CE, the country had reached stars within 150 light-years of Helios. It was a huge yet slow leap from the mere 24 light-years at the beginning of the millennium, and powerful groups wanted to speed it up for various reasons.
The Directorate of State Security (DSS) sought a contingency plan for a potential collapse of the Vangelian government, scientists more innovation from interstellar expansion, and astroindustrialists more profits. Pavefi Breda, the Minister of Development, Education, and Technology, connected their motives to a systematic unproductiveness in space exploration. He met with members of the three parties in 4,403 CE to propose, as a collective solution to their issues, an interstellar expedition targeting worlds suitable for human habitation. The new worlds could, he argued, replace Mars if it fell, satisfy the scientific community, and offer trillions of crescents. Knowing his proposal required time to be put into practice, he promised it would have very positive repercussions for everyone in the meeting. So long as Breda kept his promise, they agreed with him.
Shortly after the meeting, some of those present in it joined Breda’s efforts to convince the Vangelian Congress to approve his proposal. He had now called it “Project Hydra,” drawing a comparison between the eponymous mythological creature’s regenerative abilities and the role of national redoubt assigned to potential habitable worlds. It earned majority approval from Congress and was ultimately endorsed by the president, granting Breda full clearance to work on the project.
