Project S.C.A.L.E.
Project SCALE was a secret project performed by GenoSys Labs whose goals were to create a race of super soldiers using newly discovered Primordial Ooze, and exposing various reptile and amphibians to their supply of ooze. The project was moderately successful, producing a variety of powerful mutations that GenoSys hoped to put into the field one day to replace human troops.
However that plan had to be scrapped when the company most of its money when their line of soaps and shampoos were revealed to cause skin cancer in users and an investigative journalist exposed the company for its cruel treatment of test animals.
Not wanting to have to pay for the relocation of the mutants or let another company potentially patent the creatures GenoSys ordered a clean-up of the project. And while many mutants were destroyed, several of the more powerful ones were able to escape out into the city.
