The Technocracy of Galan is likely the most powerful civilization in Eulciar. A scientific administration incorporating two nations; the Federation of Enlightened Galan and the Matrix of Sentient AI, the Technocracy is probably the most technologically advanced nation in Amoeni Space.
History
Galan, the world where it all began, originally was a barren world with nothing on it. That was until ~15 000 CE when an unknown party, most likely a primitive civilization, launched a packet of self-replicating nano-machines to Galan, programmed to terraform the world. The nano machines stripmined the world and it's moons, to obtain many vital chemicals which is processed on giant chemical facilities on the surface of the barren world. Once the nano machines had obtained a huge stockpile of elements, they began to pump chemicals into the air of the planet. At the same time, they released their stockpile of oxygen, nitrogen, and other atmospheric elements to form the first atmosphere. A hundred years after their arrival in-system, Galan was transformed.
Using DNA programmed into them, the nano machines genetically engineered life to live on the new Galan. Finally, a thousand years after arrival, Galan was complete. The nano machines, now dormant, lay awaiting in the rocks and soil of the new Galan.
One day, a animal ingested one of the nano machines. Not an unusual occurrence, but it somehow found it's way into the animals brain cavity. The nano machine, it's code addled from sitting there for so long with minimal protection, interfaced with the animal in a mysterious and not well understood manner, transforming a dumb creature into a hyperintelligent AI-driven animal. The animal, which had gained a consciousness and a intelligence, began to build a civilization. Its first task was to network many other creatures of Galan, by making them ingest nano machines and interfacing them with the brain. This created a hivemind.
Finally, every living being with a brain was connected to the new 'Oganduyr', the self-aware uber-intelligent hive mind which ruled over Galan. Within a decade, the creature had set up a spacefaring civilization that managed to colonise the entire of the star system. And this is where it broke down. It communicated using radio waves and light impulses, the forefront of the original primitive civilization's technology. Light just doesn't travel fast enough to maintain a system-wide hive mind. On nearby worlds, the hive fractured into smaller individuals.
And so began the Hive Wars of Galan.
For many millennia, the hives fought one another costing an estimated trillion living being's lives. They continually force-bred new beings and connected them to the hive mind only to have them slaughtered on the battlefields of the system.
After at least ten thousand years, the hives fell. Exhausting their recourses and bodies, they fractures into many smaller sub-minds and finally just the individual. The birth of individuality. The nano machines had, at the late stages of the war, forcefully edited the DNA of the creatures by selected breeding, to make one specific species close to sentience so they had initiative on the battlefield. Once the hivemind was gone, they tipped over the threshold into sapience. The Oganduyr, once so diverse, had narrowed into one species constantly battling the individual species controlled by nano machines surrounding them. This accelerated their progress extremely fast, and also inspired many deities. The religious Oganduyr speedily spread out across the planet, killing all animals infested with the nano machines. The machines, realising that they were getting close to extinction, united once more into the 'Anti-Oganduyr', and the Purge of the Hive began. For centuries the two powers battled over the remnants of Galan, until the Oganduyr were victorious. They gathered their forces, and spread out into the rest of the system, annihilating all those remaining sub-hives and nano machine controlling individuals.
For the first time in their history, the Oganduyr were alone.
They stagnated, and split into numerous nations governing the worlds of their system. Finally, almost thirty thousand years after the arrival of the nano machines to Galan, they founded the Federation of Enlightened Galan, a theocratic republic. They quickly spread out, and occupied all of current Technocracy of Galan. Finally, when the AI Revolution of Eulciar occurred, the Federation sympathised with the AI, and, once the war was over, invited the Matrix to join them, forming the Technocracy of Galan. Religion faded, until rational thought, seeded by the AI behind the scenes, became to dominant ethic of the nation.
Culture
The Technocracy has inherited the culture of the Federation before it, as well as the proto-culture forming the AI's code. Therefore, it has a unique culture, unmatched by any other civilization in Amoeni Space. The experimental tech produced in the Technocracy, through the numerous religions worshipping science and progress, is renowned throughout Eulciar for it's 'godlike' abilities, such as connecting mind to mind whilst retaining individuality, creating and destroying energy without going to another plane or dimension, and creating a reverse gravitational field, where mass repulses other mass.
