Terrarius

Terrarius, officially the United Imperial Communitariat of the Terrarian Nations and Peoples, is a country consisting of the Laniakea Supercluster within in Ghertullian region of space. It is the sole state governing the human species. Terrarius is a hyperpower, and is by far the most powerful country in its region. It maintains friendly relations with all its neighbors.

History

Terrarius was founded in the years following the conclusion of the Twelfth World War, the bloodiest and most destructive conflict in human history. In 9080 AD, Terrarius was officially established after years of deliberation. The name "Terrarius" derives from the Latin phrase "Terrae Res," referring to the concept of broad Earth-based culture that had spread throughout the Milky Way since the invention of faster-than-light (FTL) travel and communication.

Government

The government Terrarius is one of the most unique in human history. It combines associative democracy, meritocracy, and monarchy all into a singular highly complex yet functional system. Terrarius is technically a unitary state, as its constituents are not intrinsically sovereign. However, it is functionally highly devolved, leaving most every-day functions to local organs. The glue that holds Terrarius together is the National Constitution Party (NCP), the sole legal party. The NCP functions as the administrative state, helping to regulate and keep everything in check and act as the organization of last resort. The highest post in the NCP is the president, which can be held either by the emperor directly or by someone appointed by the emperor.

Perhaps the most unique aspect of the government of Terrarius is that it is not primarily based on location-based territories. Instead, organizations, known officially as parses (sg. pars) form the basis of governance. Parses are public non-profit institutions that, while having a government charter, are not government-run.
