The galaxy formed around the same time as the Milky Way, about 12.3 Billion years ago. It has had about four kardeshev III civilizations rise and fall before the [[Lowuk Entente]] formed in 12,000 CE. The Entente came to control the majority of the galaxy's resources, but what really made the galaxy important was its unwavering neutrality.

During the [[Orion War]], [[Fornax War|The Fornax War]], and even [[War of the Decamillennial Transition|The War of Decamillennial Transition]], the Entente remained largely untouched, allowing many refugees to flee to their galaxy. The Entente's relocation programs encouraged quadrillions to move to the galaxy. Many businesses even have their headquarters in the galaxy do to the tax incentives. Even so, very few ever decided to relocate, as the cost of relocation was simply too great for most.

The galaxy is a tax haven, meaning that many of the top one thousandth of a percent reside there<ref>(This is not OP. It is basically the same thing as Monaco or Singapore or something. Entirely probable)</ref>.

It wasn't until The War for All that the galaxy was hit hard. The amount of refugees was too great for the Entente to handle, requiring them to shut their doors. What's more is that the economic damage caused by the war destroyed the economy of the Entente. Reducing it to a small fraction of what it was.

Messier 74, it's surrounding galaxies, some galaxies administrated by the Sakagami House (that was also struggling to survive at this point), and another smaller civilization formed The Greater Sakagami-Lowuks Entente, called the Saka-Lowuks State for simplicity. Template:Galaxy InfoboxMessier 74 or the Phantom Galaxy (not to be confused with the irregular galaxy bearing the same name, here) is an average Sc type galaxy of 25 Billion stars. It is 32 Million light years from the Milky Way.

The galaxy is under the control of the CUEN, and remains semi-autonomous just like most states in the CUEN. The galaxy it is a part of is the Saka-Lowuks state, and functions as its capital.
