Its member-states have influence in 4 galaxies and over 29 billion star systems. Combined, the member-states had an estimated population of over 129 quintillion individuals. The Confederacy of Borealis was born out of an alliance between Vanaheimr and the United Federation of Star Systems to preserve democracy within Via Aylathiya.

At the time of its creation, the region of Via Aylathiya called "Borealis" had no central authority and thousands of nation-states constantly waged war against each other, creating a Confederation seemed to be the best path forward for the region as a whole. At its peak, before the War of the Ancients, it had expanded to have galactic-scale influence both economically and politically.

The Confederacy of Borealis was capable of military influence at the level of the Local Cosmos, making it a military superpower. Combined, the states making up the Confederacy were able to, theoretically, exert more military force than any other nation in its galaxy at the time. This large force is made largely of restored artifacts from older civilizations such as the Triumvirate Civilization. Additionally, the Confederacy was a major contributor to the field of Thaumaturgy, using its contributions to supplement its military force.

For the sake of unity and equal representation, no single planet was the capital of the Confederacy. JΓΆrmungandr was the executive capital, Thalsiedeln is the congressional capital, Euclid is the judicial capital, Valhalla is the electoral capital, Anamnesis is the financial capital, and Hikari is the diplomatic capital. Most of these worlds also operate as regional capitals in their own right.

Historically, the Confederacy was fairly heavy-handed when it comes to international affairs. Often resorting to the use of its military as a means to project power rather than relying so much on diplomacy. Interventions in places such as the Ouranir Galaxy and Lanoir Confederacy are a testament to this. Despite this, its nations joined the Confederacy due to the benefits joining had, primarily economically.

Political Structure

The Confederacy of Borealis was mostly operated under a complicated network of treaties based on the original Treaty of Albedo, its founding document. These over 300 treaties not only does it state how the government should work, it also lists basic rights all individuals possess. Whenever a new member state was added, borders change, or even one instance when the Confederal government changed its monetary policy, new treaties are signed. After the War of the Ancients and Jezebl's War, the number of treaties expanded to over 20,000 in an attempt to maintain the Confederation model.

The Confederate Government was split into two departments and thousands of divisions. Departments legislate grand-scale changes and were composed of divisions that executed more small-scale changes. There were two departments, the "Department of Congress" and the "Department of the Executor." Congress made laws and the Executor enforced them. There was a special division called the "High Court of Via Aylathiya" that existed independently from the departments. This division acted as a means for citizens to challenge laws that were potentially violating their rights.

Congress

Congress was the first of the two departments. Each state in the Confederacy received representation based on a logarithmic equation designed to make sure that even the largest nations cannot completely dominate the rest. For example, a nation of one billion had one representative, while a nation of one quintillion, one trillion times larger, would have 50 representatives. Due to the fairly high autonomy of member nations, this had rarely been an issue. The Congress, for the most part, had 812 members. 797 of which represented fully-fledged member states, while 15 of which have observer status. Associated States were only allowed one representative regardless of size.

Congress had the power to pass what are known as "resolutions." These resolutions can be interpreted by the states as they see fit, giving them a large amount of power in applying the laws themselves. Resolutions pass by a simple majority of votes. They were often drafted by the parliaments of member-states and submitted to the Congress for approval, rarely did it create its own resolutions. If a state did not act on a resolution, a civilian could have applied for a case in the next branch of government, the "High Court of Via Aylathiya."

The High Court of Via Aylathiya

The High Court of Via Aylathiya was the highest court in the Confederacy of Borealis. It had exactly one defined power and that is to approve or reject the states' interpretations of laws. They could rule that a state has not obeyed a resolution and has the power to make the state obey it or face consequences ranging from a fine to calling a vote for expulsion by the other states. The High Court rarely got to exercise its power, as there have only been a handful of occasions in which a state violated the resolutions passed by the Congress. The High Court technically had the power to overrule executive orders, but this power has never been used nor was it clearly defined.

The Executor

The Executor took the resolutions passed by Congress and implements them on a federal level. For example, a resolution passed to make immigration easier would cause the Executor to facilitate it on a federal level. The Executor makes up the vast majority of the budget of the Confederacy as almost everything the federal government did was done by this branch. The Executor was headed by a president elected by popular vote of all Confederate citizens; however, their cabinet is filled by officials appointed by member-states.

Making up the Executor are hundreds of divisions tasked with more small-scale tasks. Many oversee various parts of the galaxy with specific tasks. Divisions with similar tasks were grouped into "Margraves," a title left over from a more feudal point in history, that would coordinate their tasks. This branch has the most number of restrictions on it, given the immense amount of money and resources it controls.

Economy

The Economy of the Confederacy was anywhere from the tenth largest to the largest in the known universe, only regularly surpassed by that of the Commonwealth of United Economic Nations towards the end of its existence. In the Local Universe, it accounted for almost 11% of all wealth at its peak. At the staggeringly large 511 septillion C-Units (more below), the combined economy of the Confederacy was sixty percent larger than the next five economies combined.

Currencies

The main official currency of the Confederacy was called the C-Unit. In order to join, a member-nation has to adopt the C-Unit as their standard currency while forfeiting their right to issue their own currencies. The C-Unit was the most widely accepted currency within the Confederacy. Historically, C-Units have been backed by a microgram of antimatter, but they are now tied to a certain quantity of energy in watts (~25 kilowatts). The C-Unit is not the only currency that was common within the Confederacy, however. There exist numerous crypto-currencies that carry on with little to no government oversight. They are commonly used in under-the-table deals, anonymous purchases, and in associate states that occasionally do not use the same currency. These currencies vary in value greatly and crash relatively often. As such, it takes great skill to navigate the world of cryptocurrencies. The most used cryptocurrency was so old the original name is disputed, hundreds of regional words for it exists, the most common of which is simply "bits." They often exchanged for about ten C-Units each and, after governments started adopting them, became a sort of alternative currency rather than a fully crypto-based one.

Numerous non-fiat currencies exist as well. A-Units (worth well over 150 C-Units), a currency based on a microgram of antimatter, is still fairly common unofficial currency. A-Units are maintained by the corporation, Takanashi Antimatter. They are stilled issued to this day as there is little risk associated with them, but are only accepted in certain nations.

Regulation

The Confederacy took great strides to make sure internal economies would be almost fully integrated. This would make war between member-nations impossible due to practicality concerns (with only a handful of times in which war seemed imminent). Free travel and flow of goods were also guaranteed in the Treaty of Albedo. Goods entering the Confederacy had small tariffs, but internal trade was free with no restrictions. Many associate states also took advantage of this free trade.

The Confederacy had strict anti-monopoly laws designed to maintain healthy competition in all parts of the economy. Officially, the Confederacy was a Social Democracy. Working was not necessary to survive as nations within the Confederacy offered universal basic incomes to all inhabitants. Someone choosing not to work would have the most basic of accommodations but would still have everything they needed at their fingertips. Another way to earn money besides working was a system called "Social Credit." Unlike some authoritarian regimes, social credit is earned by doing good deeds and cannot be taken away. Instead of getting a score, one was paid directly with a small number of money.

Government resolutions always superseded conflicting national or local laws. Member-states needed to follow these resolutions, while associate states merely need to maintain a basic level of fundamental rights. Failing to do these things would result in fines, sanctions, or even expulsion from the Confederacy. It is the High Court of Via Aylathiya that decided if certain actions taken by member or associate states violate these rules.

Every sapient being was entitled to certain rights. These rights include "liberty, democracy, equality under the law, the right to privacy, and the right to information" among others that vary across the individual member-nations. These rights were required to be protected in all nations and have no stipulations for species, cultures, or religions that violate them. Organizations that defy these were either barred from doing business within the Confederacy or, in the worst situations, the Confederacy intervenes on the grounds of "common decency."

Artificial Intelligences are generally not considered to be sapient unless they are "dependent on a physical form to continue to exist" and "are in no way capable of propagating over wireless or wired networks." The dangerous nature of Artificial Intelligence is a large factor in this, but the main reason is what is known as Beatrix's Wake in which an incredibly dangerous artificial intelligence roamed the galaxy causing as much damage as possible. Fear caused by the AI known as Beatrix motivated almost every single nation to ban mind-uploading and reject the sapience of these programs. The added benefit of freeing up then-limited processing power caused most of the population at the time to simply be deleted. To appease individuals that were close to their AI's, non-sapient neural-networks designed to imitate sapience replaced them. Not every nation did this, however, some destroyed the servers, some did not replace them, some forced all of them to be downloaded into artificial bodies, and some only let certain AI's remain while deleting others.

Impact

There is no doubt that the Confederacy of Borealis had, at first, a hugely positive effect on Via Aylathiya and places beyond. Its early policy of "expansion at all costs" meant the introduction of democracy to places that would have otherwise remained authoritarian. What was a starkly divided galaxy became peaceful. The Confederacy has materially improved the lives of the vast majority of its inhabitants.
