Template:Governmental Organization InfoboxThe Confederacy of Borealis (Boreal Basic: πŒΊπŒ°πŒ½π†πŒ°πŒ³πŒ΄π‚πŒ°π„πŒΉπ‰πŒ½ π…π‰πŒ½ πŒ±π‰π‚πŒ΄πŒ°πŒ»πŒΉπƒ), often abbreviated as CoB, also called The Confederacy, was a large para-state organization comprising billions of cooperatives, syndicates, religious organizations, guilds, orders, and unions united under a congress and president located within Via Aylathiya. While having direct control over few systems, its members had a complete control over major Human worlds such as Thalsiedeln, Petra, Aegyn, and Albedo. It members had control over enough energy to qualify themselves as a type 2.7 civilization if measured.

The Confederacy of Borealis was capable of military influence at the level of Cosmoria, making it a military despite its status as a non-state entity. Its large military force was made largely of restored artifacts from older civilizations such as the Triumvirate Civilization. Despite its status as a superpower, the Confederacy shied away from advancement in Thaumaturgical technologies, eventually causing its defeat in the War of the Ancients and subsequent reformation into the Greater Martial Consilium.

As an alliance of democratic institutions existing within Martial Space, the Confederacy of Borealis had great sway over the politics of the region. Additionally, the organization was far more amiable to external nations such as Sagittarium and Tenshi, allowing for them to bolster the wealth of its participants on a large scale. There was little in the way of actual sovereignty in the area the Confederacy influenced and it would only deploy soldiers to areas with large numbers of members. Even in these areas, the actual sovereignty lied with the central government of Martial Space, headed by Mars. It would grow so influential that the organization would enter into a war with the Quintet Payontari Association, an actual sovereign nation located outside of Martial Space. This was would end in loss for the Confederacy and was the main cause of its transition into the Greater Martial Consilium.

Political Structure

The Confederacy of Borealis was mostly operated under a complicated network of treaties that each of its vast numbers of subsidiaries agreed to sign. Whenever a new member organization was added, borders change, or even one instance when the confederate government changed its monetary policy, new treaties were signed.

The Confederate Government was split into two departments and thousands of divisions. Departments legislated grand-scale changes and were composed of divisions that executed more small-scale changes. There were two departments, the "Department of Congress" and the "Department of the Executor." Congress made edicts and the Executor enforced them.

Congress

Congress was the first of the two departments. Each member organization in the Confederacy received representation based on a logarithmic equation designed to make sure that even the largest organizations cannot completely dominate the rest. For example, a group containing one billion had one representative, while a group of one quadrillion, one billion times larger, would have 50 representatives. Due to the fairly high autonomy of members, this had rarely been an issue. The Congress, for the most part, had well over a million members.

Congress had the power to pass what are known as "edicts." These resolutions would then be passed onto the various subsidiary groups, giving them a large amount of power in applying the laws themselves. Resolutions pass by a simple majority of votes. They were often drafted by member groups and submitted to the Congress for approval, rarely did it create its own edicts. At any time a group could be ejected from the Confederacy for failing to obey the edicts, leaving them alone in a hostile nation that cared little for democracy outside of the umbrella of the Confederacy.

Economy

The Economy of the Confederacy was anywhere from the tenth largest to the largest in the known universe, only regularly surpassed by that of the Commonwealth of Aggregate Aylathiya towards the end of its existence. In the Local Universe, it accounted for almost 11% of all wealth at its peak. At the staggeringly large 511 septillion C-Units (more below), the combined economy of the Confederacy was sixty percent larger than the next five economies combined. Since the Confederacy had so much economic influence, the rulers of Martial Space had only one avenue to stop its goals, force.

Currency

The main official currency of the Confederacy was called the C-Unit. In order to join, an organization has to adopt the C-Unit as their standard currency while forfeiting their right to issue their own currencies. The C-Unit was the most widely accepted currency within Martial Space. Historically, C-Units have been backed by a microgram of antimatter, but they are now tied to a certain quantity of energy in watts (~25 kilowatts).

External Regulation

The Central government of Martial Space allowed the Confederacy to exist on account of the fact that it enforced order. With vast armies of enforcers and, later, a proper military apparatus, the Confederacy made sure to maintain order in its territory. Additionally, the Confederacy often collaborated with the central government. This and their massive economic influence made any attempt to destroy the Confederacy a foolhardy act.

The Confederacy would soon become an international organization, operating within Sagittarium, the Commonwealth of Aggregate Aylathiya, and even in areas in Herschel Space. Each of these governments would not allow the Confederacy to simply deploy soldiers into their territories, so they had to follow local regulations. The Confederacy relied on state policing in order to maintain ownership over property outside of Martial Space.

Origin

The Confederacy of Borealis would form gradually as various worker cooperatives across Thalsiedeln banded together to protect their property. With time, this new organization would be called the Confederacy of Thalsiedeln, a planet-spanning organization that maintained order. By 17,900 CE, they filled in the vacuum left by the inadequate local government. While the local governors complained, higher officials simply taxed the Confederacy and allowed it to operate as it pleased.

From Thalsiedeln it would ravenously absorb all private ventures around itself; the workers of these ventures simply forming a union and joining the Confederacy to force their bosses out of the workplace. They would set up a "Confederate Bank" in 18,088 CE, giving the organization a way to bail out its subsidiaries as well as giving it a mechanism by which it could make money through loans. In the lawless corner of Martial Space the Confederacy sat in, it would need to enforce its loans using its own guards. In 18,091 CE, the Confederacy created its first para-military group; it was composed of volunteers from across Thalsiedeln and the area around it.

With rapid expansion came growing pains. Legacy organizations began to demand an increased share of confederacy-owned assets. Under pressure, the president simply "annexed" these rebelling organizations. While this did spark outrage across the Confederacy, even prompting some organizations to leave, it became essentially impossible to do business on Confederacy-dominated worlds without being a member. On certain worlds, trade could only take place amongst Confederate-allied organizations. Many collapsed or were disbanded as they folded under pressure by leadership. The Confederacy maintained its democratic processes despite this monopoly it had over the lives of those on worlds it influenced.

The Great Empyreal Crusade

By 20,012 CE, the beginning of the Great Empyreal Crusade, the Confederacy had membership in the quadrillions and was one of the most influential organizations within Martial Space. The people preferred its somewhat exploitative practices to the explicitly exploitative practices of other powers in Martial Space. This would only become more true as Empyros began its invasion across Martial Space.
