The Cerildorian Empire of Gatlantia, also know Empire of Grand Gatlantia it is a human empire founded by Uriel Der Cerildor (Popularly known as “Uriel The Liberator“ and referred to as the “Soldier King“ by the Vroudians) following the Gatlantian Slave Rebellion and the overthrow of the oppressive reptilian dominion of the Vroudians, stands out as a remarkable chapter in the pages of Gatlantian history. The origin story of this empire is marked by resilience, liberation, and the pursuit of freedom from the chains of slavery. After the rebellion and the downfall of the Vroudian slave masters, Uriel Cerildor was crowned as emperor and emerged as a visionary leader, forging a new era for the people of Gatlantia.
The Empire is characterized by a monarchical form of government led by an emperor/empress and an extremely uncommon sense of honor. Before the existence of the Gatlantian Empire, Gatlantia was ruled by an authoritarian magocratic monarchy that aimed to extract the psionic energy from the Gatlantian people, which the Vroudians used for their own benefit. This state was known as the Vroudian Dominion. The imperial period of the first era lasted for about 500 years. The first two centuries were marked by an unstable period. The Gatlantian people are also characterized by a strong and honorable chivalrous warlike culture originating from the moral code and emphasizing frugality, fidelity, mastery, and honor, even in death. This culture was born of two main influences: the violent existence of the Gatlantian people and the Eranism religion.
Therefore, war for them was not just a conflict of brute force but a demonstration of discipline and ethics. Gatlantian warriors never attacked the defenseless and always offered a chance of surrender to the enemy. From a young age, Gatlantians were trained in martial arts and in controlling their psionic abilities. These abilities ranged from telekinesis, which allowed them to move objects with their minds, to telepathy, which facilitated silent communication in battle.
GOVERNMENT
The government of the empire is a constitutional federal monarchy led by an emperor/empress. In essence, this system is characterized by a hereditary monarch who serves as the head of state. However, the emperor not only had a ceremonial role; they are the head of the moderating and executive powers (assisted by the State Council and the Council of Ministers, respectively), have the final say, and maintain control over the national government. Being a federal monarchy as well, the nation is organized into smaller realms or distinct states, each with its own government and varying degrees of autonomy. These regional entities retain certain powers and responsibilities while also cooperating on matters of national importance. Imperial Federalism ensures a balance of power between the central government and the constituent states.
The Imperial Senate
Article 2 of the imperial constitution defines the roles of the emperor and the imperial senate, which is composed of 90 senators and 200 general deputies as representatives of the nation. The constitution endowed the Assembly with the competence and authority to enact legislation and moderate the executive and judiciary branches as "delegations of the nation," with the separation of powers envisioned as providing support for the Constitution and the rights enshrined in it. The prerogatives and authority granted to the legislature within the constitution meant that it could and should play an important and indispensable role in the functioning of government. Only the Imperial Senate could enact, revoke, interpret, and suspend laws under Article 13 of the constitution. The legislature also held the power of the budget and was required to authorize expenditures and taxes annually. It alone approved and supervised government loans and debts. Other responsibilities entrusted to the assembly included defining the size of the military forces (which was a very important part), creating positions within government, monitoring national well-being, and ensuring that the government was being run accordingly with the constitution.
The Imperial government also holds a very important position. This was the Archon (like Prime Minister) who is the head of the government, being normally the leader of the largest political party in the Imperial Senate. The Archon chooses a cabinet and they are formally appointed by the Emperor, every 5 years an election was made to choose the next Archon, and also the previous Archon could be re-elected. The elections took place in two stages. In the first phase, the population would vote for candidates for the position of Archon, after the election of the Archon, the electorates also chose the governors of each Imperial province.
