Heptarchy of Orion

The Heptarchy of Orion is a human nation, located in the Orion Nebula, in the Orion Arm of the Milky Way. Usually abbreviated as H.O, It is usually referred as The Directorate or to lesser degree as The Stratocracy, as the military has an important role in the nation.

History

The Heptarchy was born after some moral differences on earth about how science and technological progress should continue. Most notably the use of genetics and biogenetics to enhanced human abilities, or perform experiments surpassing what is said to be "morally reproachable". Tired of the softness of Democracy, its slowness and ineffectiveness, they decided that a meritocratic society, free of corruption and personal-party or company interests was the perfect form of rule. A society in which the best experts on the field are given the power to promote the maximum efficiency the state can achieve.

First, communities all over Earth created a party to support those ideals. But tired of waiting to achieve majority one day, they decided to collect funds, organize and finance an expedition outside to settled abroad and achieve this new society in peace.

They organized 7 massive colony ships, with a total population of 10,850,000 people. This massive logistic was planned for over a decade and many of the settlers participated into it. Many new discoveries and findings about how to achieve efficiency on an autonomous ship were obtained and some relics of old earth were taken with them. The travellers were put a to sleep into hibernation, for a trip that lasted over a human generation before they were able to reach Astarte.

Once in Astarte, they settled down and build up their dream society from scratch.

Government

This 7 original ships, with about 1,550,000 settlers each, colonized the world of Astarte.

The leaders of this 7 ships organized a council in the early colony of Astarte to govern and organize it in order to survive and reorganize everything. The Heptarchy is a direct successor of this form of government. After the early days, the leaders that succeeded this precursor council, were this time taken from the main fields of society. This fields are seven:

Military
Education
Arts-culture, Entertainment and Historical Preservation
Economy and Resource Production
Health and Wellbeing
Science and Technology
Diplomacy, Exploration and Colonization.

Every single one of this fields is Lead by a so called Supreme Leader, that has total power of these fields due to its meritocratic abilities. They are mostly unknown so that corporations and others cannot influence their decisions, who have to be driven by the improvement of humanity and society as a whole. They are known as "The Unveiled", because they wear a veil to cover their faces.

The Supreme leaders get supported by the so called High Leaders, who get in charge of small areas of each and everyone of the seven fields. For example, military has 2 High leaders: One for Defense and One for Offensive. In turn each is divided again into the positions of Low Leaders. For example Defense is in turn govern by a Low leader of Navy, a Low Leader of the Infantry and a Low Leader of Aerospace. Same for Offensive.

But all Low and High Leaders follow the orders of the Supreme leaders. They are just the arms of these leaders to effectively command so they can do what is needed.
