The Alkan Intendancy (usually just called the Intendancy) is a nation of ten thousand galaxies 5 gigalighyears from the Milky Way. Template:InfoboxNationThe Alliance is made up of thousands of species, all of which serve the Ror Units (the dominant race of the civilization).
The Intendancy is no stranger to forcibly disarming rebellions and dismantling entire civilization if they are seen as a threat. This has caused a large amount of ethnic tension in the Intendancy. Currently, The Ror are trying to appease the other species instead of exterminating those that rebel.
The Alliance is a powerful member of The Galactic Council as well as being a powerful member of The Circle.
Territory
The Intendancy controls 10239 galaxies. Making it the fifth largest nation in the local universe. Here is a list of the notable territories and provinces it controls.
The Intendancy is made up of 12043 Divisions. Each Division represents a unique species. Some of these divisions are as large as 100 Galaxies, others are as small as ten systems. Either way, they get proportional representation in Parliament, with the minimum number being 1 per division.
Government
The Intendancy is a partially democratic federation, where every conquered race gets a seat in Parliament. Any governmental spot occupied by a Ror is appointed by "Unit I."
Unit I
Unit I is the most powerful of the Ror. It is an extremely intelligent hive mind of 10,000 Ror Units, with a processing power rivaling that of a typical supercomputer. It is the commander in chief of the armed forces, the head of government, and the head of state.
This hive mind was built in the same year as the creation of the Alkan Intendancy. The Ror believed in the concept of Technocracy (rule by the most qualified) and decided to have their nation be ruled by the most qualified individual possible. This is why 10,000 Ror were united to form Unit I.
The Parliament
The Parliament has 54911 members as of 200000. Each conquered civilization gets representation proportional to its population and territory size.
The parliament can pass bills to Unit I with half of the vote, and can sign bills into law with eighty percent of the vote. Right now, it is divided into four major political parties (with about ten minor ones). The Imperial Party, The Rorran Party, The Worker's Party, and the Theocratic Party (these names, of course, are translations.)
The Imperial Party
This party believes that the Intendancy is the most qualified nation in the universe to rule, and therefore should expand at a much faster rate than it currently is. They also believe that the Intendancy should be forceful in dealing with armed revolutions. This party is the result of the standard education system in the Intendancy, children are usually instilled with highly nationalistic values when they are in school. This party is more radical than Unit I would like, but it has gotten somewhat out of hand, even after toning down the indoctrination. This party is the largest in Parliament at 38%.
The Rorran Party
The Rorran Party directly is often described as the "Hand" of Unit I, this is because it never defies its will. It is made up of every Rorran Representative and a few other representatives from other species. Normally, this party is fairly centrist. It emphasizes growing the economy of the Intendancy. This party makes up 21% of Parliament.
The Worker's Party
This party is very similar to the Communist party that exists within the CoH. They believe ina redistribution of power and wealth so that the proletariat controls the Intendancy. They believe in the dismantling of the Ror and instead what to fragment the Intendancy into millions of pieces, with each species having ten or so systems. They are fairly liberal as well; they want to maintain the legality of narcotics, allowing refugees into the country. This party is the main reason that The Seekite Remnant is allowed to be a province. They are notorious for defying every will of Unit I. They make up 10% of Parliament.
The Theocratic Party
The Theocratic party is made up of members of the Church of the High Pantheon. This party is a far-right extremist party that upholds a somewhat nationalist belief. They believe in laws that go along with the Holy Book of the Church. They want to ban things such as Narcotics, Virtual Reality, Self Aware Machines, and they want to establish the Church as the state religion. They make up 10% of the Parliament.
Demographics
The Alkan Intendancy is an extremely diverse nation, with over ten thousand species under its belt. The largest races are listed here, with many having populations far too small to be significant.
Ror Units
The Ror Units are the most common race in the Intendancy, making up over 54% of the entire population. In every galaxy the Intendancy controls, there is at least one Rorran settlement. On average, the Ror are far wealthier and more prosperous than the average species in the Intendancy.
Werryn
The Werryn make up 22% of the population. They exist in the former galaxies of the Werryn Union, as well as the surrounding galaxies of that area. In ten galaxies, the popualtion is almost 100% Werryn, and they are a significant presence in most galaxies of the Intendancy.
Humans
Humans make up a somewhat negligible percentage of the population (less than a thousandth of a percent). However, they are a powerful presence in the Intendancy, as they are technically citizens of The CoH. This forces the Intendancy to recognize them and give them extra seats in Parliament so the CoH doesn't accuse the Intendancy of mistreating them.
Seekites
The Seekers invaded the Universe in 184367 CE during The War for All, causing a massive amount of damage to every nation in the universe. The Intendancy was no exception. The Seekers conquered thousands of galaxies before being pushed back into their own universe.
The Seekers took over 500 galaxies from the Intendancy at the height of their gains. Towards the end of the War, the Seekers and the other invaders were rapidly leaving the Universe. They ended up abandoning billions of Seekers in the Jewel Galaxy after it was surrounded by Intendant Forces. The Intendancy took them all as prisoners.
Eventually, the Seekers were released and given a Province in the Jewel Galaxy as payment for the valuable information they gave to the Intendancy. Those that did not cooperate were simply terminated, resulting in only 1.2 billion Seekers remaining.
The current population represents 0.5% of the Intendancy's population. They have a completely different culture from the original Seekers and are doing quite well compared to other Seekers still living in the universe.
The Vios
The Vios are an exception to most of the rules in the Intendancy. The seven Artificial Intelligences were fighting over the same one thousand galaxies. The Intendancy annexed all of them and established each of them as Provinces. Bizarrely, there were no biological life forms present in any of the Vios. This means that each one is its own representative in Parliament.
History
Origin
The Ror Units originated on the planet D'Naevium in 150,000 BCE. The planet is located in the Alko Galaxy. They were all originally identical, but as time passed five distinct races formed, each with a slightly different color and size. The races were virtually identical and were named after their colors. Grey, White, Black, Blue, and Feldgrau where the names of the races (this is a translation, the colors closest to the actual name in the Ror language were filled in.)
Over time, the technology of the Ror advanced. They first made it into space in 5021, and they first landed on another planet in 5099. In 5541, they invented the warp drive, and shortly later discovered wormholes.
Founding
The five races of Ror were still independent nations all the way up until 9901, when they united into the Alkan Intendancy. They joined together in response to detecting faint radio waves from other civilizations in nearby galaxies.
The Alliance only controlled half of the galaxy, with the other half controlled by various civilizations, all of which were too small to be a threat. The Ror went on a spree of conquest, destroying ten civilizations and forcing the rest to surrender. In 11201, The Intendancy controlled the entire galaxy and colonization was well underway into nearby galaxies. These galaxies had their fair share of life as well. That meant that The Intendancy would absorb more and more species.
Extra-Galactic Conquest
Shortly after controlling the entire galaxy, The Ror spread to others. They colonized the nearby Alka II galaxy and then the Drio Galaxy. During their conquests, the Intendancy never came across another strong nation until 13000.
The Alko-Werryn War
The intendancy came across a very powerful civilization called the Werryn Union. The Union had 5 galaxies under its control, which made it comparable in size to the Intendancy, which had ten at the time.
The war began in 13077, when the Intendancy attacked Werryn. The smaller nation was caught off guard by the sudden attack but eventually managed to push back. The War lasted almost a millennium before the Intendancy won and absorbed the Werryn.
The Golden Age
From 14000-100000 the Intendancy encountered no other powerful civilizations and expanded hundreds of times their previous size. By 100000, the Intendancy controlled 4500 galaxies and internal strife was at a minimum. This peace and prosperity slowly came to an end as the conquered species began rebelling.
The Age of Rebellion
For over 5000 years after the golden age, thousand of races rebelled, causing all expansion to halt. The Ror had to put down rebellion after rebellion, killing and imprisoning Quadrillions of individuals. This went on until the Parliament was founded in 149991. This calmed most of the rebels, and most of the prisoners were released.
The War for All
Like every civilization in the universe, the Intendancy participated in The War for All. They sustained heavy damage, but they did not fall. In the end, they gained many galaxies.
Battles
The Intendancy participated in many battles during The War for All. Most notably, they participated in the eleven different battles of Alko. Each of these battles was an invasion by The Seekers and The Elite Nora. The Intendancy was the target of a minor general from The Elite Nora named Ruo Noi Fruoi. He wanted to make a name for himself so with the limited resources he had, he tried to invade.
All of the battles were failures because the main invasion force demanded almost ninety percent of resources, making the smaller fronts compete for the remaining budget. This particular front got more money than some of the other fronts, however, it still wasn't enough to counter the large Intendant fleets.
Losses
Even though the Intendancy managed to defend the Alko Galaxy, the rest of the empire was still badly hit. In all, over two hundred species were completely wiped out, 500 critically endangered, and 100 had their populations halved. This added up to over 500 Quadrillion civilian casualties.
The military deaths were equally staggering. 750 Quadrillion soldiers were killed in the war. This number is dwarfed by the invaders' losses. They lost over a quintillion troops to the Intendancy, with millions captured.
