The United Nations of Florathel (commonly known as UNF or simply the United Nations) is a military and economic international alliance located in Florathel consisting of many member nations, autonomous territories, and federal districts. With a nigh uncountably huge and diverse population, the UNF is the most populous government in the universe. The capital of the UNF is Centerpoint Station over The Heart of Providence, though it controls several large ports scattered throughout its member nations. The United Nations itself has a population of well over ten billion, half being members of the Universal Armed Forces and their supporting staff. About a third of the citizenry are bureaucrats in the Florathel Commission, with the remainder mostly made up of citizens who happen to live around the Heart of Providence. The most populated state is Illuin.

The road to a united and mostly peaceful Florathel was a long and bloody one, in a metaphorical sense as many of Florathel's species hardly have anything one could even call "blood." Unlike other regions, Florathel was, and still is, a fertile region of dozens of independent abiogensis events, leading to dozens of environments its denizens need. With cohabitation so difficult, and fundamental biological differences evident, a millennium ago few would believe that such a state-building project could be undertaken. Yet, the people of Florathel proved their willingness to set asides differences and work toward one goal.

Government

The United Nations of Florathel is an international union of nations that preserves good relations between the many states of Florathel. It mainly decides foreign policy and settles disputes between two nations, and citizens of each nation are elected to represent them in the Quorum of Nations. The UNF has 143 different nations under its wing, all of whom have elected representatives based on population. The Quorum of Nations also passes laws that override the laws of individual nations where applicable and ensure that every citizen of every nation, biological, cybernetic, or virtual, gets what it needs to have a prosperous life.

The Government of the United Nations oversees many workings of day-to-day life in its territory, and is able to declare war on hostile nations such as the Somnar Hive, and mediate peace treaties between the nations under its wing and others. It also can control the national budget and authorize construction of major megastructures.

All government officials in the United Nations are highly trained in the fields of humanitarianism, the history and structure of the United Nations, economics, and other fields that help them govern the nations well. All government officials are also expected to verify that they still have the capacity to be a government official of their position, and usually include implants alongside other systems of authentication. Qualifications for being a high member of the government are also complex, and usually take many years of experience in other fields.

The head of the United Nations of Florathel is the President of the Florathel Commission, Idoliik Sumoreh Cohii. The Florathel Commission is the executive branch of the United Nations. It is distict from the Universal Armed Forces, made up of a division of marines and a small fleet. The centerpiece of the Universal Armed Forces is the Centerpoint Strike Group. This formidable force is kept in orbit of Apricot and serves as a mobile headquarters for the Universal Armed Forces.

Most member states have their own standing armies and navies, but the United Nations has the right to station political officers on all spacecraft over five hundred meters. Every spacecraft must be registered with the UNF and go by the prefix UNFS. All military vessels answer to the Chief of the General Staff, which in turn answer to the Minister of Defense. Such strict provisions serve to prevent any internal warfare and to prevent foreign incurions. In fact, preventing imperialism is the official directive of the armed forces. Many nations are hesitant to hand over control of their militaries to the UNF, such as Sagittarium which remains only an assoicated state. Interestingly enough, it was Sagittarium's imperialism that inspired much of the UNF charter and emphasis on defense.

Most nations maintain a standing Marine Corps that answer to their local presidents, prime ministers, kings, premiers, or other Heads of State. The Heads of State regularly meet and have, collectively, the power to veto non-budgetary resolutions in the Quorum of Nations.

Quorum of Nations

The Quorum of Nations operates under the principle of Technocracy or rule by the qualified experts. This is mostly to make it more fair for species that reproduce more slowly or live shorter lives. The solution was to give representation to a wide number of interests, including union representatives, coop presidents, superintelligences, admirals at both a Universal and national level, sub-national leaders, and other groups. Religious groups are officially barred from entering and all representatives are required to take an oath of neutrality lest religious ideals take hold in Florathel as they have in so many other places.

Description

Illuin is a nation controlling five stars in and around the core of Florathel. The nation is made up of a real union between the planets Carlea and Darvikus and their surrounding colonies. It is the primary nation of Kalar and Inilar, from those worlds respectively. The Federation was one of the founding members of the United Nations of Florathel, and arranged the treaty to create it.

Capitals

The Illuin Federation, as a byproduct of its unique origins, has two capitals, Carlea and Darvikus. These planets contain different functions of government, and are the homeworlds of the two most powerful species of the Federation, the Carleans and Inilar.

Area

The area of Illuin is very large, with 5 star systems under its jurisdiction. The area of the Illuin Federation gives it a large population and a huge amount of representation in the Quorum of Nations. The area covered by the Illuin is also denser in population and activity than the two next largest nations combined, Marakat and Saw-Yos, which is because of a mindset of efficiency in the upper levels of the nation.

Description

Saw-Yos is a federal republic which exists in Florathel in the Elerad region. Having some sort of influence of over four star systems, the EFS is one of the largest nations in the United Nations of Florathel. The Federation of Saleas is also a permanent member of the UNF Security Council, which helps decide many overarching policies in Florathel's neighborhood.

Capital

Unlike its larger neighbor, Saw-Yos only has one true capital, the icy world of Saleas. Saleas contains all government functions and is also the most populous planet in the nation. Saleas is also the home of the Salakela, the founding species of Saw-Yos. As of now, Saleas is slowly melting under the heat of its red giant sun, though there is a vast variable sunshield being constructed at the planet's L₁ point. Saleas' system, the Parvo-Aa System, contains many major planets as well, including Virelask, Coros, and Tarekass.

Area

The area of Saw-Yos alone makes it extremely influential in Florathel, with four valuable star systems under its jurisdiction. This territory gives it a large population and resource output and a huge amount of representation in the Quorum of Nations. The space controlled by Saw-Yos is relatively sparsely populated, with many worlds devoted solely to resource gathering.

The Marakat Interstellar Union, more commonly known simply as Marakat is a democratic assembly of provinces located in the Elerad region. It is a founding member of the United Nations of Florathel. The Marakat Interstellar Union also has a small amount of territory throughout Paleas, and manages to have a large amount of trade lanes going through its territory. The most populated planet in the MIU is Artaclate, as it has been since the Union's founding.

Capital

The capital of Marakat is an ecumenopolis known as Artaclate. Artaclate has always been the most populated world in the Union, giving it a large amount of prestige and fame. Artaclate is primarily focused on heavy industry and commerce, and is surrounded by many stations and drydocks. Artaclate also orbits a so-called frozen star, a star which has a lower temperature than it should due to extremely high metallicity. With so much metal in the star, Artaclate and its sister worlds have hardly exhausted their easily extractable ore, meaning they have little in the way of asteroid habitats or deep-mantle drilling.

Area

Marakat is separated into five main provinces, each of which is separated into several sub-provinces, implemented to maintain a stable decentralized government over the diverse species under the control of the Union. Each province corresponds to a major planet and its moons, in addition to nearby asteroid belts and space station. Most provinces are relatively sparsely populated, with the Artaclate Province containing a full 72 percent of the population of the MIU. The empty areas are mostly governed by local forces, are populated by many Hyperlane networks which allow transit between the major worlds.

Description

The Kingdom of Sarepha, known simply as Sarepha is the fourth largest nation in Florathel by population. It is the only nation that lies in the sparse regions beyond the galactic rim of Cosmoria, and it is very spread out because of the sparseness of stars in this region. Technically because of this, it is actually the largest nation in the galaxy by area, but no one uses that criterion these days. Sarepha is notably partially run by a monarchy, though this is almost entirely a figurehead with no power beyond Saihera and surrounds. Because of the extreme sparseness of systems, the Kingdom is notably underdeveloped, with many portions of its territory in crippling poverty. This has not stopped it from being the one of the most influential nations in the galaxy, with an event directly caused by it leading to the creation of the United Nations of Florathel.

Capital

The capital of Sarepha is the planet Dimostah, a desert world orbiting the red dwarf Saihera. Dimostah is very dry and almost lifeless other than non-native intelligent individuals, and is an ecumenopolis, with a population of nearly 100 billion. Dimostah is not the homeworld of the Kingdom's founding species, the Scargass, but was the major center of population after the supernova of their original home star, Tegerelis, which destroyed their original homeworld. This occurred long before they gained the technology to stop supernovae, which forced them to evacuate to the relatively nearby Saihera System.

Area

Sarepha occupies a large amount of the sparse Galactic halo, a feat achieved by no other nation since Aldyren-Sarepha eons ago. Because of the sparseness of the Galactic Halo, the Kingdom must be very decentralized, with those on the outer reaches being effected very little by what happens in the heartlands. Apart from its vast claims in the Halo, Sarepha controls very little in the main body of Cosmoria, apart from small regions colonized in the Providence Neutral Zone. Sarepha does control large amounts of the Insieme region, a source of endless territorial dispute with Collegium Aurem, a non-member of the UNF.

Description

The Free Nation of Mandras is the fifth largest UNF nation in population, located not in Florathel but the Circuinotturna region of Aylathiya. Mandras is also one of the latest members of the UNF, only joining in 9987. The Free Nation of Mandras, because of its great influence, however, was quite rapidly admitted to the UNF security council, the decision passing in one of the landmark decisions of 9999. However, before it was admitted, Mandras faced political turmoil, with nationalists and separatists fighting for control and trying to secede and conquer and so on. This is why it took so long to admit this nation to the UNF, and some of these factions still exist in hiding. Luckily, today the nation is much calmer, and is now home to many influential characters in the UNF.

The capital of Mandras is the planet Garrea, a tidally locked world in orbit around the red dwarf Dorok in the vicinity of Nocturne. Garrea is a thriving world with a dense ecosystem brought back from the brink of ecological collapse. Most of the population reside within dense towers with enough internal area and population to be cities in their own right.

Mandras is a highly centralized nation, with only a few separately governed regions. Mandras has sole authority over the Dorok star system.

The Queendom of Rezacrad is a powerful member nation of the UNF located in the Yaztas Region. Rezacrad is partially run by a monarchy, though this is mostly a figurehead with most governing done by Parliament.

Capital

Tancred is the capital of Rezacrad, and the planet that gave the nation its name. Civilization on this world is over 10 millennia old, and there are endless centuries worth of ancient ruins to study, even on this thriving modern planet. Tancred orbits within the binary Ülgen-Begste System, the second most populous system of the nation.

After the conclusion of Kalera's War, Tancred was in ruins, and a massive influx of money from the Galactic Bank of Florathel (an institution created by the UNF) was needed to rebuild. Even today, the rebuilding is not complete.

Area

The territory of Rezacrad is fully within the Yaztas region. It is split into seven territories, each of which containing a regional capital, usually a major city on the most populous world therein. The capital of Tancred is considered to be in a separate territory. It controls Ülgen, Begste, and Eudahaia.

Description

The Novel-Hearth Interstellar Commune (shortened to NHIC) is a democratic federation located nearly entirely on a single planetary system, Danya Hearth orbiting Kronjuwel. Despite this small area, the world claims two entire star systems and most of a third, as seems to be common for home worlds in Florathel. Besides just Kronjuwel, the NHIC owns the rights to resources in the outer Valme system and all of Haurvatat. This is not ownership in a traditional, national sense, but a part of the nation's sovereign wealth fund, the largest of its kind in the universe. Owned in part by every citizen, this fund has drawn in a great deal of wealth without the need for a single citizen to leave their home world. This claim is enforced by the UNF as several sovereign wealth funds are.

Due to the nation being originally founded by a union between two species, the Novel-Hearth Interstellar Commune correspondingly has two capitals, Danya Hearth and Novelwelt, a planet and its large moon.

Danya Hearth

Danya Hearth is one of the capitals of the NHIC, and is the more conservative of them. It has a remarkably low surface population for a capital world, and as such has most of its ancestral ecosystem intact. Danya Hearth, orbiting a dim dwarf star, is tidally locked. As such, its night side is covered in kilometers of ice, although the inhabitants are working to melt the ice and terraform the dark side of the planet. Danya Hearth hosts a large Relata and Nerae population from its time as a colony of the Providence Union.

Despite its incredibly low surface population, the population within its orbit is very densely packed, with many orbital rings and such a large number of habitation cylinders. Such lavish accommodations for billions are paid for by the world's great wealth.

Novelwelt

Novelwelt is Danya Hearth's sole moon, and is home to a large Kalar and Huefolk population. It is the legislative and judicial capital of the NHIC. Despite its small size, Novelwelt maintains a thick atmosphere of mostly water vapor as well as seas of the stuff. Although normally a small moon would lose its water, the seas are so massive that their continual evaporation will supply the atmosphere with pressure for another billion years. Enough water has evaporated so that land takes up about a fourth of the planet, this is where its billions of inhabitants reside.

Area

With such a densely-packed population, residing within space habitats throughout Danya Hearth's orbit, governance mostly takes place on a station level. Loose associations, called "compacts" exist between space habitats mostly as a means to coordinate resource delivery. Each station may be divided into smaller districts if their population is large enough. Each station with more than 10,000 inhabitants has a representative in the Senate, incentivizing larger communities which also happen to be more resilient to the challenges of space.

Description

Seldrin-Darusa is a democratic socialist state located around the ancient star of Lyxis and its brown dwarf companion Erinor. Its homesteaders have laid claim to the stars of Etugen Eke and outer Vespira. Its government, operating more or less on central economic planning, tends to butt heads with its more liberal neighbors. In particular, its state-sanctioned settlement of its neighboring stars, despite fairly substantial native populations, has lead to condemnation. Seldrin-Darusa, in response, has banned foreign corporations or cooperatives from operating in its territory, leaving it in an economic stand-off with the rest of the UNF. Despite this, Seldrin-Darusa is a permanent member of the security council. Its factories are unmatched, in particular the vast munitions plants it maintains on standby. Most of its population are Talamats and Kareliss.

There are two capitals of Seldrin-Darusa, the worlds of Frolira, Lyxis and Tuar, Vespira.

Frolira

Frolira is one of the capitals of Seldrin-Darusa, and is the more conservative of them. It has a remarkably low surface population for a capital world, and as such has most of its ancestral ecosystem intact. Frolira is tidally locked and, despite the large size of its parent star, its low temperatures keep it from being scorched. As such, its night side is covered in kilometers of ice, although the inhabitants are working to melt the ice and terraform the dark side of the planet. Frolira is the homeworld of the Talamats, one of the founding species of SD.

Tuar

Tuar is the only habitable world orbiting Valme, though its only habitable for species made of liquid methane. It is the homeworld of the Kareliss. It is the legislative and judicial capital of SD, and has a much higher surface population than its partner Frolira. Tuar is home to exotic oceans on its day side made of methane, ethane, and other hydrocarbons, making for exotic life. Tuar has many orbital rings surrounding it, allowing for easy transfer from the surface to orbit.

Due to its exotic surface conditions, no one was aware of the presence of intelligent life on this world until four thousand years ago, when an ever-growing number of inexplicable artificial satellites began crowding its orbit. Tuar appears much like a tidally-locked world, but in reality its rotation is very slow. Its life forms have learned to follow the thawed portion of its surface as it rotates over nearly one hundred of its local years.

Area

Seldrin-Darusa is divided rather arbitrarily into a total of 27 large States. These states are each divided into four quadrants, each of which is divided into a series of small sectors. These sectors constitute most of local government. The region around Frolira and Tuar is not in any state, instead being its own Capital District. The area surrounding Lyxis is similarly not in any state.

Interestingly, for judicial purposes, the nation is divided into 31 districts completely unrelated to the 27 states, which are then similarly divided into quadrants and sectors.

Description

Aakaash, officially the Chartered Kingdom of Aakaash, is a major power controlling several systems in the Elerad region of Florathel. Aakaash is the primary nation of Cheshvans and Kataomo and plays a key role in modern international politics as a founding member of the United Nations of Florathel. It is a parliamentary monarchy in which the monarch is an elected president baring the title of "king."

Capital

As is common in Florathel, Aakaash has two capitals—Lotkemi and Ua La Raga. The king spends a third of his time on one, a third in a slow travel, and a third in the other. The Quorum of Aldyren is located around the remote dwarf planet of Aldyren and hosts the legislature for the sake of neutrality. The military's headquarters is deep within a dwarf planet orbiting Arachtea. Aakaash does not really have a proper capital by design.

Area

Aakaash controls four star systems—Arachtea, Verenthagna, Retashque, Aznuel—and the population is fairly evenly spread between these systems. Each one has a habitable world, terraformed at great expense for the Cheshvans and Kataomo. Their biology allows for reasonably comfortable coexistence, though the interiors of homes are under airlock for a more optimized environment for the individuals who live there.

The Akradax Collective is a technocratic republic primarily occupying the Andekai System. Its star, young and burning brightly yellow, is host to a vast cloud of untapped resources. The Akradax Collective is spread out of over hundreds of settlements rather than focusing on a single planet. While this makes governance difficult, by coming to control commerce between its various stations, the Akradax Collective has uncontested rule of its system. The Erkamar, native to the planet Elsessa, had not set foot on their homeworld until only 1000 years ago. The homeworld was largely abandoned thanks to bombardment from Ectabana.

Capital

Akradax is the capital of the Akradax Collective and had to fight for that title twice—first after the fall of the Providence Union and a second time five hundred years ago as the previous Andekai League proved too unstable to rule the vast constellation of space habitats. Akradax is a dwarf planet in Andekai's sole asteroid belt, a half-frozen belt called Second Elsessa. This belt has over 90% of the Collective's population.

Area

The Akradax Collective controls the entirity of its star system. Some of its space stations exist in interstellar space as though the nation were reaching out to its neighbors.

Description

The Republic of Thalvett, often referred to as Nalachia (given its heritage of replacing Pecay-Po Federation of Nalachi) is a major nation in the Elerad region, is a major nation located in the inner Valme System. The moons of Nalachi, Abedayo and Devoro, are home to impressive terraformation projects completed about 700 years ago. Currently, Nalachi itself is being terraformed at great expense. The Republic of Thalvett officially controls the entire star system as well, but hardly has anything but navals bases on its other worlds. It is one of the few naitons of Florathel with a population descended mostly from a non-Florathel-native species.

Capital

Thalvett's capital is located in an aptly-named city Capitoi on Abedayo. This moon was named after the famous conqueror Veselko Abedayo who lead Sagittarium's fleets deep into Florathel. On the rest of the moon, about a tenth of a trillion reside. Sagitarium retains several bases in perpetual leases scattered across the planet.

Area

Thalvett is more or less a single-planet state, though most of its inhabitants live on the moons of this single planet. With only tentative control of the outer worlds, and having permanently leased the frigid outer ice belt to the Novel-Hearth Interstellar Commune, the nation is quite diminutive.

Description

The State of Trezhath is a parliamentary unitary republic controlling the second asteorid belt of Iriat and the two gas giants the belt orbits in between—Bar Xeros and Idzoz. This position within the truly expansive Iriat System is enviable. The outer gas giant, Idzoz, hosts the moon Thalasir—whose ammonia seas produced a truly unique species. Technology developing beneath the waves is uncommon, as is life based on ammonia. The Tareza are ammononic, that is, a species that spends its entirely life cycle in the seas of ammonia.

Capital

The capital of this nation is Thalasir, the distantly orbiting moon of Idzoz with easy access to both the asteroid belt and the inner moons. For an aspiring space-faring species, there could hardly be a better position.

Area

Thalasir dominates Trezhath in both population and economic output. Nineteen out of every twenty Tareza in the universe, let alone Trezhath, reside on Thalasir. This is in part due to the narrow temperature band at which ammonia is liquid, thus making ammonia covered worlds quite rare. Another difficulty is getting large quantities of ammonia off of Thalasir and to their scattered parched colonies. With the Oralat Virtual Utopia jealously guarding the outer system, aspiring colonists need to bring all the ammonia they need with them from home, making space flight mostly a concern for the military or highly-profitable ventures.

Member states whose influence is too small for them to have a seat in the Quorum of Nations. Usually, these nations have a population of under one billion. They are represented by Coalitions, grouping these small states together into groups large enough to register in the Quorum of Nations. This system is not without flaw, as sometimes very different nations are covered by a single representative. Thus, a rotating chair system is most common, where the representative changes periodically to represent all component minor nations. These small nations are called Statelets. They make up the bulk of Florathel's member states since colonialism and vassalage are banned in the UNF.

Description

Sagittarium is a vast empire with ten worlds under its control, but is centered on Thalia. Such a large empire is by no means unitary; dozens of autonomous regions, each with their interests, pull Sagittarium in many directions. For international relations, Sagittarium's sub-governments demand representation as though they were states. Groups within Sagittarium are a part of the United Nations of Florathel and others the Greater Martial Consilium. Sagittarium's head of state, the Chancellor, has permanent representation only in the Consilium. The central government, in this case of Sagittarium's parliament, has decided to place a bid for associate status with the UNF. This allows the country to benefit from some trade deals without having to give up control of its military.

Capital

Sagittarium's capital is Edicta, Thalia. Since Thalia's population is so high for a single world, at over one trillion, two out of four sagittarians live on this planet. Its frozen mantle hosts billions by itself, with voids and lava tubes in the mantle hosting vast cities whose artificial skies are overlaid with screens. Air pressure on the surface is quite low to prevent crushing the denizens living deep below the surface.

Sagittarium rules ten worlds orbiting the Nocturne black hole. These frigid worlds are fully under the control of Thalia. The Protea (symbol ₴) is the official currency of most member states of the United Nations of Florathel as well as some non-UNF states by monetary agreement. This region is known as the Protea area and includes over half of all nations within Florathel. The Protea, divided into 144 petals, is the largest and most traded currency in the universe alongside the Carosi.

The currency is also used officially by the institutions of the UNF, by eleven states that are not UNF members, as well as unilaterally by the Darari Kelnai. Additionally, almost 5 quintillion people across Florathel use currencies pegged to the Protea.
