Celeas is ruled by a totalitarian state. The state is ruled by a titular monarch known as the Khren. The Khren has no real power but serves as a face to the state.

The state is simply known as Rhet, "The State." The state has the legal authority to do anything it desires, as well as the enforcement to do so in practice. A strict chain of command governs the police, and police are given the highest rights of anyone other than political leaders.
