Out of the fiery remnants of the old cosmos, holy Ibarados gathered together the remains to form the new universe. With a single word, the old order rearranged itself into the new. Florenta was a large theocracy located entirely on Eos located mostly on its inner ring. Under the direct rule of the founder of Ibaradism, Titania, the nation was a major player on Eos after the fall of the Triumvirate Civilization of which Ibaradism was the official state religion. Florenta retained a great amount of influence until the death of Titania and the subsequent Great Empyreal Crusade which ultimately resulted in the conquest of the nation by Erstes Konsortium.

The state had its origins in the early Triumvirate Civilization as the vast governmental apparatus of the nation became increasingly decentralized. Titania, at the time one of the three rulers of the Triumvirate, set aside vast amounts of funding for the state church. With the great income, it created its own military, police force, and taxation centered on the city of Alphos, Eos. The collapse of the central government caused The Three to go their separate ways, dividing it into a large number of smaller sovereign states. With a choke hold on the largest religion on Eos, Titania retained a great deal of influence.

Atlins from Florenta owned vast swathes of land and the emissaries to various nations were treated as kings in their own right. At the height of Florenta's influence, it controlled, directly or indirectly, over a third of Eos and was well on its way to full reunification. Its main competitor, Erstes Konsortium, proved resilient to Florenta's influence. The rise of the Rubedist religion nullified Florenta's influence in Erstes Konsortium by 84,417 CE as they conquered the mega-city of Lowa. The supreme leader of Gran Rubedo, Hal Drusus II personally killed Titania in 85,281 CE. The government reorganized into Empyros shortly thereafter, a far more militant state that began the Great Empyreal Crusade.

History

Origin

The War of the Final Transition marked the end of the Triumvirate Civilization. It was unimaginable, both rebels and the central government shocked that anything changed. The multi-millennium status quo seemed unbreakable, as though the Triumvirate was the stars it occupied themselves. The stars remained though, as did most of the planets. In the end, all that remained were whatever could be saved from the all-consuming flames of The Administrator's retribution. At first, Titania was fully in support of putting their mortal subjects into place. In due time, however, it seemed that The Administrator was interested in full executive control, to the chagrin of its co-rulers, Titania and Ma'eau.

Titania often looked back on those days with a sort of nostalgia. Her pet organizations, billions of loyal followers, and champions were like pieces on a game board. At any time, she could upend the entire religious order of the Triumvirate, and often did as new revelations about the nature of Ibarados came to her. She was a true believer and was given the greatest pulpit in the universe to preach from, Cosmoria's largest military.

With support from nearly every institution in the faltering Triumvirate, Titania ended up with the lion's share of the fallen civilization. Within centuries, however, most territory amongst the stars fell away. Kings and rulers pledged loyalty, but were ultimately independent societies. On Eos, the expansive capital of the Triumvirate, Titania's reign was nearly absolute. The remains of the military forces served well to cement her rule. In 80,588 CE, Florenta formed as the name of the military force, central church, and other assets controlled by Titania. Officially, she owned everything in the domain, only allowing use but never granting ownership.

Establishment of the Consortia

Not even the Triumvirate, with its much larger military as well as institutional legitimacy, could tame Eos. Titania leveraged her experience ruling the Triumvirate by adopting its original decentralized government. Local officials were largely independent and, so long as they paid their tributes, could rule as they see fit. Titania, however, was far more cautious than she was when running the Triumvirate. Local rulers, called "governors," were appointed and regularly rotated between various posts. Failing to leave one's dominion after ten years resulted in immediate execution by forces from the large central military. All governors were Atlins as were most of the officials in the military.

The legacy of the Triumvirate, however, held steadfast. Merely appointing a governor meant little to the existing power structures. Governors only had as much power as they could wrestle from local tribes, warlords, and even mostly sovereign states. These rulers had, essentially, only the support of the militia given to them by Titania. Using this comparatively small number of troops, governors were meant to extract as much as possible. Amongst the people, they were regarded as pirates. Whispers of rebellion were nearly impossible to squash. Overzealous governors were often less productive than most owing to the increased resistance they faced.

In 81,023 CE, the various independent states that had formed were upgraded in status to "Consortia" and made official parts of the government. Still required to pay tribute, they had the legitimacy and respect to effectively govern. The governors had their power stripped from them and the existing sovereign states were supplied with ample military and financial support.
