The everlasting campaign to unite Martial Space has resulted in a lineage of empires and states which claim the Crown—the divine right to rule. Each successive empire has built upon this notion of sovereignty, without which, ruling such a diverse volume of space would be impossible. The modern crown is built on the notion of popular sovereignty; the people of Martial Space are its rulers. The bearer of the people's will is a single individual, the Imperator. The Imperator's court, in practice more similar to a parliament, is the Greater Martial Consilium.
The Greater Martial Consilium is a transnational congress made up of all states in Martial Space. The Consilium promotes peaceful relations between its members, called allods, through diplomacy just as often as force. The Consilium is headquartered in Lyonesse, Eos, existing in neutral territory rather than under any allodium, or the land held by an allod. Allods retain the archaic titles of the old aristocracy who ruled the Dominion of Astraeus, and in many places, the noble class continues to rule.
Established with the Consilium was the Aurora Commission, the Consilium's executive branch. Responsible for enforcing Consilium resolutions, the Aurora Commission handles taxation, inter-navy and army coordination, and public works too large for allods to construct. The Imperator does not have direct command over the Aurora Commission, but does exercise a great deal of soft power. The president of the Aurora Commission holds the title of heir apparent until an heir is named.
The Consilium was established by the Treaty of Hiroseh and the Edict of Decency after the War of the Ancients devastated Martial Space and wider Aylathiya. The Drusidia extended its ruling body, also called a Consilium, to include all of Martial Space. After winning the war, Martial nobles divided Sedrua amongst themselves. The resulting scramble for Sedruan lands caused a great deal of instability and contributed to Aylathiya's Ignominy. Following this conflict and the death of Imperatrix Ohko was the secession of the Commonwealth of Aggregate Aylathiya.
Currently, Martial Space wields significant international influence, particularly in economic areas. Liberalization has grown the economy immensely, and grew foreign investment from Florathel and Sagittarium. The new economy, one in which the crown guarantees property rights, is tumultuous. The old aristocracy has tried multiple times to destroy the new capitalist class, resulting in conflicts such as Jezebel's War. This new complicated system is the object of most resolutions now passed in the Consilium.
History
Origin of the Crown
The history of the Greater Martial Consilium begins dozens of millennia before its official founding date. It began around the small red dwarf of Tryvya. In this system, Triumvirate's founders drafted the articles that would ensure cooperation. Thus begins history, with sovereignty over the region being split between three immortal beings-turned-deities. The idea of an immortal and infallible ruler is the basis for the modern crown, which has a more metaphorical take on the idea. The Three had the right to rule simply because of what they were. The fact that they held power justified their sovereignty for three thousand years.
Even so, there were rebellions; however, these rebellions were more gambles to get attention than actual attempts at secession. The idea that the Triumvirate would fall, that the Three would lose their sovereignty, was absurd. They were immortal, had the strongest military in Cosmoria, and no rebel had ever so much as touched the capital. It was such a shock that rebellions began working during the War of the Final Transition that both sides had difficulty planning beyond the opening moves.
The Administrator, the de facto leader of The Three, responded by exterminating much of the life in Martial Space. This attack, an attempt to destroy Ma'eau who sided with the rebels, destroyed the Triumvirate. The Three went their separate ways and left their territory mostly ungoverned. They still officially had control over it, leading to every subsequent government declaring that they were the "rightful successor to the Triumvirate."
The Kaisers
Titania ended up with the lion's share of the Triumvirate's territory. She organized it into Florenta, a federation of "Consortia" each ruled by a "caesar." Humans on Aegyn, their leader called a Kaiser, formed Erstes Konsortium, having refused to accept the more humble Aegyn Consortium. The Kaisers based their right to rule on the claim that, since Aegyn sided with the loyalists, it held all legitimacy. They paid no mind to other groups claiming the same, not that they needed to considering their well-preserved pre-war infrastructure.
A thorn in Florenta's side since its inception, Erstes Konsortium proved unable to replace the Triumvirate. Even after dominating Florenta for over a century, conquest of non-humans proved difficult. At the same time, all other progeny of the Triumvirate faced the same problem. The only people who could unite Martial Space were deities, not monarchs who invoked their name.
Gran Rubedo
The idea ofMars would give a new meaning to what it meant to be "sovereign." The Rubedists, Mars' worshipers, became the largest political force in Erstes Konsortium by 8800. Powerful warriors devoted to the idea of a "glorious war to restore Human sovereignty," the Rubedists obliterated both Ma'eau and Titania, the two most meddlesome Triumvirs. The Rubedists believed that sovereignty lay not with those who ruled but in the hearts of those devoted to Mars, the ultimate sovereign.
This group of radicals took power in 8875 CE, transitioning the church of Gran Rubedo to a state of the same name. By this point, they had accepted all intelligent species within "Martial Space," the territory "graced by Mars," worthy of their god's rule. At this time, however, Mars was only a religious idea. While worshipers of Mars certainly gained increased fighting prowess, they were Paladins, a common phenomenon in history. The worship of Mars became the default religion, heavily syncretizing with Ibaradism. The idea of the "sovereign" as a divinely appointed ruler created an absolute monarchy. The region had a strategic position, resources, and a rapidly growing population, but consistently incompetent emperors immune to any criticism drove their empire into the ground.
As Gran Rubedo became more powerful, Mars began manifesting in the universe. While controversial, most Rubedists believe Hal Drusus II to be Mars' second incarnation. Since the death of Hal Drusus II, Mars often interceded on behalf of Rubedist armies. Here was the Blessing of Mars, the right to rule as given by a new deity. Rulers of Gran Rubedo, called supreme leaders, had a rough idea about how to curry Mars' favor. However, keeping Mars content grew difficult as Gran Rubedo faced instability.
The State as Divine
Tenshi, an independent state outside of Martial Space, was so much more competently run that the small territory managed to conquer much of Martial Space. The Ursa Syndicate was a trade syndicate that allied itself with Tenshi for their similar beliefs. Both believed that the state, not the monarch, was divinely appointed. This belief, practically a worship of the act of governance, prompted both organizations to unite in 8953 CE. Together, they conquered Gran Rubedo's territory.
Despite refraining from Gran Rubedo's rituals, the diarchs Meiko Drusus and Nicodemus Drusus had the Blessing of Mars. With divine backing, Tenshi and the Ursa Syndicate formed the Dominion of Astraeus. Governing well was a divine action and Mars seemed to agree so long as good governance meant the people were satisfied. This insight, that Mars was concerned with the will of the people, their desires, and their satisfaction, made rule far easier.
War of the Ancients
During the War of the Ancients, two worlds collided that had not since well before the Common Era. A civilizational conflict broke out roughly between the descendants of the Triumvirate and the descendants of Sedrua. As the contradiction between the existence of Overlords and the existence of civilization boiled over, nations chose whether to become typical civilizations or playthings for deific entities. Despite Mars' godly standing, Mars was far from an overlord, but representative of the people.
As the war began, Confederacy of Borealis led the side of civilization while the Quintet Payotari Association and Sedrua supported the Overlords. As Aylathiya erupted into a war whose scale was unknown until then, both sides fought hard for their ideals. In the end, the side of civilization won as Thonde Yutira died, throwing Sedrua into disarray. While the Dominion annexed Sedrua, the QPA was embargoed and cut off from outside trade. To prevent the new territory from breaking away, it gained representation in a central senate called the Greater Martial Consilium.
Jezebel's War and Contemporary Sovereignty
The conflict between the Confederacy and the aristocracy led to Jezebel's War. This massive conflict saw the ideas of divine rule clash with rule by every individual. Despite the Confederacy losing the conflict, its ideas would win. Imperatrix Wren, who was sympathetic to its cause, took power by containing Mars. Wren was adamant that she had no right to rule save for by the consent of the governed. The populace made up Mars and thus had an equal claim to power. The war determined who would rule, and it was the people who would ultimately earn this right.
The merchant class, suppressed for years by the aristocracy, took advantage of their newly found rights to greatly expand trade. The Consilium began opening up to external commerce beyond merely taxing freighters that passed through its territory. With a new liberal economy, the Consilium is rapidly growing in population, wealth, and influence.
Society
Mars is central to the governance of the Greater Martial Consilium. This new being, a disturbance in the Noosphere, or collective thought, was at first an idea, the representation of the people of Martial Space. With time, the idea would become increasingly literal as its worshippers gained preternatural abilities in conflict as though they gained the favor of some deity. Eventually, Mars would become an intelligent force capable of actively making decisions about what it wanted for Martial Space which rarely, if ever, agreed with the government ruling it. The first time the government captured Mars was in 8859 CE. They contained the being within Imperatrix Ymir, representing their ultimate sovereignty.
The concept of Mars being the embodiment of the people has greatly influenced the government and politics of Martial Space. While the idea of Mars was originally Human, it is believed that every intelligent being in Martial Space contributes to sustaining the entity. Not much is known about the exact mechanics, but this reality has created a single national identity across species. The idea that there is a significant difference between species with even very different biochemistries has become absurd. External species are regarded as simple "barbarians," untouched by the glory of Mars and therefore chasing after "pagan" religions.
The Greater Martial Consilium is mostly a post-scarcity society; most citizens who live in developed areas have access to everything they need to live an average lifespan. This lifespan of 200 years is quite average for Aylathiya, brought down by high competition for the Thaumic technology required to maintain consciousness for longer. For those who can afford it, the average life span is not much better, just 250 years.
Government Overview
The Greater Martial Consilium is an ultra-decentralized corporatist nation. Imperator Sebas Blanc-Drusus is the current head of state and government. As for political divisions, they are not determined by territory but by collegia or corpora. Ranked groups control portions of the economy, governance, and much of the military. The Consilium classifies these groups according to a tier system and receive representatives proportional accordingly. Currently, there are 50 organizations represented within the Consilium ranging from tier I to VI. There are a handful of individuals who qualify as "corpora" and even a few machines that also claim the title.
Due to essentially being composed of thousands of civilizations, the central government cannot maintain its rule through force alone. Cooperation with local governments and power structures is essential for the government to maintain its dominance over the vast territory it controls. Communities that demonstrate loyalty to the emperor are allowed to impose their taxes, maintain their laws, and are occasionally exempt from paying tribute to the central government. The most effective emperors have balanced the interests of the various factions: local governments, the collegia, the merchant classes, and the military.
The Nobility
The Nobility of Martial Space, a distinct class created during the days of the Dominion of Astraeus, maintains a large amount of power to this day. They enjoy certain privileges not afforded to the "commoners," which means that the nobility gets representation in government while the commoners do not. Most noble titles are inherited, but many are elected positions. The nobility originated with the oligarchs who ruled Erstes Konsortium; many court practices, titles, and families have managed to remain relevant from this ancient state. The Kingdom of Sarepha has also had a tremendous influence on the nobility, introducing the idea of marriage to the political landscape.
Ranking
The Peerage represent all allods, the sovereign units of the Consilium. Ranking corresponds to voting power, with rank Ⅰ allods having one vote and rank Ⅵ allods having one sixth of a vote. Any noble can be made into a vassal of another, either through declaration of the Imperator or through selling the title. All allodial titles of rank Ⅲ or less have vassal equivalents. Vassals vote in conjunction with their master, called a suzerain.

Economy
The economy of the region is measured solely in energy production. Capable of producing a little over 1 L⊙ worth of energy, the vast productive value of the Greater Martial Consilium can hardly be understated. Despite rampant disorder claiming most of the GM's territory, its raw productive value is bested by only a handful of nations. Universally, the Consilium ranks among economic superpowers for the sheer volume of trade entering and leaving its borders.
The vast majority of the economy is controlled privately or by large para-state organizations. These organizations, operating more similarly to governments than companies, are often democratic and non-profit, thus giving their constituents vast amounts of wealth. The state controls most of the rest of the economy, whether in the form of leftover aristocrats which have become more akin to land-owners, or in the central government. The remaining portion of the economy is controlled by large-scale private corporations, small businesses, and small worker cooperatives. They usually align themselves with some larger organization or another, leaving little room for large independent companies. Consequently, wealth is very widely distributed and somewhat democratically controlled.
Currency
The lifeblood of the Consilium is antimatter. In terms of raw amount, over 10^18 kilograms of the substance exist within the Consilium at any given time. This vast sum of energy, which is equivalent to wealth, represents about 300% of the Consilium's monthly energy production, such is the importance of the accumulation of this substance.
The Greater Martial Consilium will only accept antimatter from outside nations. Fiat currencies are despised and even antimatter-backed currencies, with two exceptions, are also scorned. The only two currencies accepted besides raw antimatter are Carosi and Fex, both backed by a gram of antimatter. Since transporting this volatile substance is incredibly costly, Carosi and Fex can be transported instead. Existing as pure data, they can even be transferred across encrypted channels for very little energy. Capable of being redeemed at what are known as "banks," or incredibly energy-dense objects, these currencies are the only two stable enough to be trusted. Carosi are redeemable at Mili and Petra while Fex are redeemable in major cities such as Enyo.
Trade
Since resources come at a premium within the GM, most organizations specialize in one resource or another to synthesize. Vast fusion arrays capable of synthesizing elements beyond iron, especially trans-uranic elements, occupy virtually every star system. Imports from neighboring nations for small quantities of much cheaper materials are often necessary for less widely-produced materials. Every second, over a giga-ton of material, is imported into the Greater Martial Consilium, mostly from Sagittarium, the Commonwealth of Aggregate Aylathiya, and, lately, much of Florathel. The Consilium only pays for goods in antimatter.
As far as exports are concerned, processed goods, war vessels, and Eitr are common. Vast amounts of trade flow through Martial Space from other nations, due in large part to the Hyperlanes that pass through Martial Space. While historically taxed, now the Consilium simply monitors merchant vessels and only taxes certain strategic materials to encourage local production.
